HOWARD, Benjamin, soldier, born in Virginia about 1760; died in St. Louis, Maine, 18 September, 1814. He removed to Kentucky in early manhood, and was a member of congress from 1807 till 1810. when he resigned to become governor of upper Louisiana. In March, 1813, he was appointed brigadier-general in the United States army, and was assigned to the command of the 8th military department, including the territory west of the Mississippi.
