McKINNEY, Mordecai, lawyer, born near Carlisle, Pennsylvania, about 1796; died in Harrisburg, Pennsylvania, 17 December, 1867. He was graduated at Dickinson college in 1814, studied law, was admitted to the bar in 1817, and practised in Harrisburg. In 1821 he was appointed deputy attorney-general for Miami county, and in 1827 he became associate judge of Dauphin county. He afterward gave his attention to the compilation of works on law, and published "The Pennsylvania Justice of the Peace" (2 vols., Harrisburg, 1839); "The United States Constitutional Manual" (1845); "Our Government: A Manual for Popular Use" (Philadelphia, 1856); "The American Magistrate and Civil Officer" (1850); "Pennsylvania Tax Laws" (Harrisburg, 1850); and "A Digest of the Laws of Pennsylvania relative to Banks and Bankers" (1854).
