HAINES, Thomas Jefferson, soldier, born in Portsmouth, New Hampshire, 26 October, 1827; died in Hartford, Connecticut, 14 August, 1883. He was graduated at the United States military academy in 1849, assigned to the 1st artillery, and served in Fortress Monroe, Virginia, after which he became assistant professor of mathematics at West Point. He took part in the Florida hostilities against the Seminole Indians, as acting assistant adjutant-general, and in the early part of the civil war held the same post in the Department of Virginia. He was chief commissary of the Department of the Missouri in 1861-'2, and then served as chief purchasing and supervising commissary in the Departments of the Missouri, Tennessee, and the Northwest from 1862 till 1863, holding the rank of major. He also held this office for the territory between the Mississippi and New Mexico and Utah, and was in charge of affairs of the subsistence department in Illinois and the Department of the Mississippi to the southern boundary of Arkansas. He was brevetted brigadier-general on 13 March, 1865, for faithful and meritorious services. He had general charge of the subsistence department throughout the western states and territories from 1865 till 1868, and served as chief of the commissariat department of the south from 1868 till 1873. He was then purchasing and depot, commissary at Boston till 1875, when he was made assistant to the commissary-general in Washington, D. C.
