OTTER, William Dillon, Canadian officer, born in Clinton, Ontario, 3 December, 1843. He joined the Canadian volunteer militia force in 1862, was appointed lieutenant-colonel of the Queen's Own regiment in 1875, and commanded the Wimbledon Canadian team in 1883. He had charge of the school of infantry at Toronto in 1883, led a brigade during the northwest campaign in 1885, and was appointed deputy adjutant-general of militia at Toronto in 1886. He is the author of "A Manual for the Canadian Militia " (Toronto, 1885).
