PAYNE, William Wallace, educator, born in Somerset, Michigan, 19 Nay, 1837. He was graduated at Hillsdale college in 1863, and after a year at the law-school in Ann Arbor, Michigan, was graduated at Chicago law-school in 1865. Subsequently he devoted his attention to teaching, and became professor of mathematics and astronomy at Carleton college and director of its observatory. Professor Payne is director of the Minnesota state weather service, he is a member of scientific societies, and contributes papers in his specialties to their transactions. In 1867 he projected "The Minnesota Teacher and Journal Of Education," which he con-tinned for six years, and in 1882 he established " The Sidereal Messenger," which he still edits.
