KETCHUM, Winthrop IV., lawyer, born in Wilkesbarre, Pennsylvania, 29 June, 1820; died in Pittsburg, 6 December, 1879. He received an academic education, and for four years taught languages and mathematics in Wyoming seminary. Subsequently he studied law, and, after his admission to the bar in 1850, was for three years prothonotary of Lu-zerne county. He became a member of the legislature in 1858, and in 1859 of the state senate, was solicitor of the United States court of claims in 1864-'6, and then was elected to congress as a Republican, serving from 4 March, 1875, till 3 March, 1877. Later he received the appointment of judge of the United States courts for the western district of Pennsylvania, in which office he continued until his death.
